May 10, 2010 will be a big day in the Philippines not only because we are voting for a new president and vice president but also it would be the first time we will be using an automated counting machine. Many people feared that there will be a failure of election for some reasons the automated counting machine may have glitches on the election day. There were request from the different parties to have a parallel count, to make sure that the machines are correct. I saw in the newspaper last week that the PCOS machines failed and they fixed it on the same week, however there will be a delayed on the deliveries of CF cards in some regions. Some people think that there will be a failure of election and they’re afraid there will be another martial law or the current president still holds her seat right now.
So the question, is it really the right time that we implement automated counting in this coming election? Let’s set aside first the cheating factor and glitches on the PCOS machines. Yes, its the right time that we implement automated counting machines during election, it will be efficient and the results will be much faster compared to manual counting. For the cheating factor, if there is, I believe it will be on the side on who configured the counting machines. So let’s just pray that the COMELEC have it control or have a security protocol so that there is no cheating done in configuring the PCOS machines.
In the case of glitches, COMELEC may say that they fully tested the CF cards and ready to go. So what if there is a new glitch in PCOS machine during election? Shall we say a voter shaded his candidates then the result isn’t correct. What will they do? Will they disqualify the vote of the voter? These things weren’t clear, we all listen to the radio a song on how to shade the circles in the ballot. But I never heard what are the outcomes if there is an error in the shading part. Before, during the manual system when we are voting 12 senators, voters have the option to vote for 6 only and the remaining 6 entries will be marked as lines so that it can’t be filled up. With the automated system, how will the machine interpret it? For now, I hope COMELEC has a plan on these things that I thought if it happens.
For voters, let’s cast our vote on who we think we wanted to be our new president, vice-president, senators, mayor and vice-mayors and etc. Its quite ironic for some people try to convince other people to vote a candidate where-in they can’t vote because they aren’t register for some reason.
I hope and pray tomorrow will not be the worst election day, I’m still positive on the automated counting machines that it will work as what it is expected. To my fellow countrymen, let us vote wisely tomorrow.
